Utah Contractor Licenses: Updated Requirements Guide
Utah licenses contractors at the state level, and most construction work requires a license issued through the Utah Division of Occupational and Professional Licensing (DOPL). Trade scopes are clearly defined across general contracting, electrical, plumbing, HVAC, roofing, and a broad set of specialty classifications. Exams are administered by ProV for contractor classifications, and minimum insurance is required for contractor business entities.
This guide walks you through Utah’s core license paths, experience and education benchmarks, exam expectations, insurance requirements, renewals, and key authorities. We highlight several representative licenses and authorities for Utah below; this guide is updated periodically as additional details are curated or requested.
While contractor credentialing itself is handled by state agencies, many cities still require local business licensing and building permits. Always coordinate your DOPL credential with local permitting offices before you start work.
Quick Navigation
Overview of Utah Contractor Licensing
The Utah Division of Occupational and Professional Licensing (DOPL) regulates nearly all construction-related licenses statewide, including general contractors (B100, E100, R100), electrical (E200/E201, plus individual electricians), plumbing (P200/P201, plus individual plumbers), HVAC (H100 and S350), roofing (S280), and a full suite of S‑series specialty classifications. DOPL also oversees license renewal, continuing education, and contractor qualifier requirements.
Additional Utah agencies support specialized areas: the Utah Division of Water Rights licenses water well drillers and pump installers; the Utah Department of Environmental Quality (DEQ) oversees asbestos abatement and lead-based paint certifications; and the Utah Labor Commission regulates elevator safety, with elevator contracting licensed by DOPL under S510. These agencies coordinate with DOPL’s framework to ensure qualified firms and individuals are working under the appropriate classifications.
Contractor entities must hold general liability insurance meeting DOPL minimums, and most contractor classifications require pre-licensure education and the Utah Contractor Business and Law exam administered by ProV. Individual electricians and plumbers are licensed separately and must meet experience, education, and examination standards defined in DOPL’s rules.

Reciprocity
Utah offers limited endorsement/reciprocity pathways. In some cases, one year of licensed experience in another state or prior qualifier status on a Utah license can substitute for certain requirements, as outlined by DOPL. Electrical and plumbing contractors typically must hold Utah master-level individual licenses; equivalent out-of-state credentials may be considered by the respective boards. Reciprocity is not automatic—applicants must meet Utah’s insurance, business registration, and application standards and may still need to pass the Utah Business & Law exam unless specifically exempted.
Frequently Asked Questions
How long does it take to get a contractor license in Utah?
Most applicants complete pre-licensure education, pass required exams, and compile documentation within a few weeks. After a complete application is submitted, DOPL review commonly takes about 2–4 weeks, so total time is often 4–8 weeks.
Can I transfer my license from another state to Utah?
Utah provides limited reciprocity/endorsement options. Prior licensure or out-of-state experience may reduce certain requirements; however, Utah standards still apply, and the Utah Business & Law exam may still be required unless an exemption is available. Electrical and plumbing boards review equivalency for individual licenses on a case-by-case basis.
What happens if I fail the exam?
Retake policies and waiting periods are set by the exam provider. Check ProV’s Utah handbook and your DOPL instructions for current retake procedures.
Do I need insurance?
Yes. Contractor entities must maintain general liability insurance of at least $100,000 per incident and $300,000 aggregate. Workers’ compensation and unemployment insurance are required if you employ workers.
How do I renew my license?
Contractor licenses renew biennially, with most expiring November 30 of odd-numbered years. Electricians and plumbers renew biennially as well, with specified continuing education requirements. Verify your classification’s CE and due dates with DOPL.
Are there local requirements in addition to state licensing?
DOPL issues the contractor credential statewide. Separate local business licenses and building permits may still be required by cities or counties. Always check with the local building department where you will perform work.
